Graham's answer works since there is no phase change with CNG. It is all gas. If it were changing phase from liquid to gas then the pressure gauge is a poor measure of level. This would be the case with LNG (liquid Natural Gas) or LPG (Liquid Propane Gas). Hence the reason the cylinders are called 1lbs or 20lbs and his reason for weighing his to determine level. Also the reason that they are filled on a scale.
