Curious why you would care if the tank leaked at the top of the tank. All of the water is of full use. Fresh water in the bilge.
I assume you aren’t taking water in from the fill points, so you are not sinking! I have a similar (possibly the same) problem (and many others) so I wonder why this issue would be a priority!
