Isn’t that a choice that the RC makes when it flies the Preparatory Flag? I don’t have my RRS at home, and it has been a while since I did RC, but IIRC “P” lets you dip the line, there is an option that makes you round the ends (I?), another that assesses a penalty added to your time, and 4th option that means DSQ(?)

FWIW, my local club made it a rule that the start line is one way and boats over early have to go around the pin end or the committee boat to restart. Anyone else have that rule?
