He apparently wants documents for FEMA. There is no way I want my name on anything like that and having worked with FEMA, I cannot even conceive of them favoring random internet people over people whose job it is to value boats. Not even knowing what kind of boat it is raises even more questions like is this some random wrecked boat someone stumbled onto and is trying to claim.
