We had to do all this in 1980 for the Bermuda race. We made a double lower 
companionway board that had a wide outer layer that pressed against the cabin 
instead of the wood frame and the same for an upper board. The lower board was 
tied in place offshore all the time and the upper board could be fastened shut 
too from inside or outside.
Both cockpit lockers were also fitted with extra latches that could be locked 
with a shackle or actual padlock. We never had to use the upper storm board, 
but I would not be alive to type this if we hadn’t fixed good latches on the 
cockpit hatches. There were a few occasions when the boat was mostly underwater 
and an open cockpit hatch would have had fatal results.
YMMV on HOW watertight you want the hatches. Without some rubber and foam 
engineering they will leak, but say maybe only a quart per submersion vs. 200 
gallons if they were open.

I was looking at the new requirements which can be downloaded as a spreadsheet

I have questions about whether older C&C's meet the Requirements 2.1.1 and 
2.1.3 for "Coastal" and "Ocean" racing.  I don't fully understand some of the 
terminology.

2.1.1 A boat's companionway(s) shall be capable of being blocked off to main 
deck level (sheerline). The method of blocking should be solid, watertight, and 
rigidly secured, if not permanent.

What does "watertight" mean?  Most of us use hatch boards that slide in.  The 
35-1 has a low companionway threshold that is below the sheerline.

2.1.3 A boat's entire cockpit shall be solid, watertight, strongly fastened 
and/or sealed. Weather-tight seat hatches are acceptable only if capable of 
being secured when closed.

A seat hatch with a wooden coaming isn't exactly "weather-tight".  What does 
"weather-tight" mean?

Can someone explain, please.
