Keel stepped is by definition below the waterline, but it certainly gives you a safe height (a couple of feet to spare).

Assuming the step is at the waterline and your instruments are under 2’ above the stick, 64’ is safe. That’s the number I go with. The Sakonnet River Bridge in Tiverton, RI claims 64’ at high tide, and we haven’t nicked it yet. Although I will say that first time made me a bit nervous. Hope that helps.
