Hall effect switch at the flywheel sounds to be working.  You might use an
o-scope to verify clean and consistent square wave.

Tach is a pulse counter and integrator.  It will need power (+12v and GND)
and a pulse.  Verify pulse is making it there at the same amplitude as at
the flywheel.  Verify power.
