Actually, I made my Delran washer the other way around:

 

Got a square of 1/8” Delran from a buddy who owns a machine shop (actually, I 
asked him where I could buy some and he said “Here, take this scrap section. 
It’s too small for the things I normally need to make.”)

Attached it to a piece of scrap plywood with a couple of spring clamp

Cut the center hole with a hole saw

Used the same pilot hole to cut out the washer

I have enough material left to make at least one more washer if I ever need it

Note – if you do it yourself, use the BIG holesaw first and then use the small 
one in the same pilot hole.
