To Our Customers,

It seems that COVID-19 has caused the rules to change, once again. The
Executive Order entered by Governor Hogan this morning requires all persons
to stay at home, with very few and limited exceptions.

Although we are still reviewing the situation, it appears that BJYY as an
essential business could continue to operate on the exceedingly limited
basis I described late last week. However, as we understand today’s
Executive Order, residents of Maryland are not allowed to travel except for
very limited, essential tasks that are expressly permitted under the
Executive Order. Those coming into Maryland, as we understand it, are
subject to a 14-day self-quarantine requirement.  As a result those travel
restrictions would prevent anyone from coming to BJYY and, in any event, it
appears that using boats is not an “Essential Activity” that is permitted
under the new Executive Order.

So while BJYY could perform some limited activities, travel to deliver or
pick-up boats is prohibited. In light of that, the question becomes what is
the best marina response to this unprecedented and highly disruptive event.
Given the new restrictions, we believe the best and safest approach is to
leave boats where they are until the state of emergency contained in the
Executive Order has been lifted. This means we will be suspending hauling
and launching activities, including suspending boatel related activities,
effective at 5:00 pm today. This seems to be the least bad of what
unfortunately are all bad alternatives.  Perhaps more important, by doing
so we hope to protect the health and welfare of our customers, contractors
and employees.

Give the current circumstances, we will continue to hold our storage rates
at the lower winter storage level until the state of emergency is over. We
have gotten some comments about continuing to charge storage, but I can
tell you that BJYY’s costs and expenses have not changed in any way. We are
continuing to pay all of our employees, as we have been strongly encouraged
to do by government at all levels, and because we want to maintain an
experienced and stable workforce to support our customers as we have for
decades. In addition, our tax, insurance, utility and other operating costs
and our obligations to our landlord and bank continue unchanged. We are
trying very hard to share the economic burdens being imposed on all of us
by COVID-19 and resulting orders.

We will maintain a skeleton staff and will try to address any emergencies
that arise. As are you, we are trying our best to figure out how best to
respond to this critical and evolving situation. All of us want to get back
to our normal lives as soon as possible. We will do whatever we can do,
consistent with the laws that we all must follow, to respond to your needs
and interests.

this very challenging time.
