Tom, I had the same issue on my 34+, no keyway. I called Edson and they said you must drill through the post. The Edson arm has a hole on one end which guides the drill to the opposite side. Then you finish by drilling through the bronze arm for the bolt. Be sure and use a cobalt drill bit to get through the stainless rudder post.
