If you hit the finish mark, you have not finished and as such you are still on 
course side wherever the boat is located until you perform your penalty turn 
(in a seamanlike manner staying clear of other boats) and re-cross the finish 
line from a direction closest to the preceding mark.  You can not simply make 
your turns and cross the line from above the finish mark.

Looking at the rules again, I agree it is a one turn penalty.  I was unsure how 
your time would then be recorded.  The part I missed is that you would then 
have to go back to the course side of the line and re-finish.  I don’t see 
anything about which side of the line you have to be on when you do your 
penalty turn, so presumably either side (finish side would be less likely to 
hinder other boats) and then refinish from the course side and that is the time 
that would be recorded.  Agreed?  Dave

Look at the definition of racing. After you finish, you have to clear the 
finish line and marks. If you touch the pin end after you finish, you must take 
a one turn penalty, and that time is added to your finishing time.
