Pull the hose off the exhaust elbow.  If water flows there with
engine running, the exhaust elbow is plugged or the exhaust hose inner
liner is collapsed.

If no water at the exhaust elbow inlet, disconnect the hose on the
discharge of the pump.  If no water there, impeller is not spinning.
