Their size suggests that they are for trimming the head sail. If so, put them where you prefer to trim this sail. Of course this depends on where you trim your mainsail from—cabin top, traveler just forward of the binnacle or cabin top, cockpit sole, etc. and whether you want to keep the main trim where it is now and the kind of sailing you mostly do—cruise, race, some of both, etc. Keep in mind that the winch handles swing in a circle with a radius equal to the length of the winch handle—be sure this swing doesn’t interfere with another winch circle or other gear that you may want to adjust. Also if your headsail is large, trimming it will require upper body strength and this means you need to stand over the winch for maximum power—trimming with your arms alone is possible but not practical—thus headsail winches are usually on the cockpit coating, not on the cabin top.
