It depends on whether anyone has tightened the tracks and rail, and how much they tightened them. If you have leaks, just tighten the nuts around the leaks. You don't have to tighten every screw/nut combination. My boat is forty-one years old. I tightened all the nuts many years ago, and the leaks never returned. I guess thel sealant is still there.

Yes. The reason you turn the nut, rather than the screw - turning the screw can create more leaks. Don't over tighten or you'll squeeze out the sealant.

Don't remove the fasteners. Instead tighten them. Have someone hold the screw with a screwdriver while you tighten the nut from below. Don't over tighten the nuts.
