The OS Restore CD, as part of its operation, sets up a DHCP server to 
lease out addresses.
Any other computer starting network services on the same network 
segment might see that
DHCP server and acquire one of these temporary addresses -- which are 
only designed to be
used within the context of the software load of the OS Restore.
