It has nothing to do with your familiarity with RH or SuSE. It is the way
Cobalt handles this. The best way to go is through the web intertface.

Login as admin, then Administration->Internet->Telnet. There you can
select which users can get in.

I wouldn't recomend anybody to use telnet for login into any system. Just
go and install ssh or openssh, and use this protocol to log into your
system.
