[cobalt-developers] Package Manager?

How does one go about installing RPMs on the Cobalt machine?  I see Cobalt
is a "Red Hat Port" according to a page in the knowledgebase.  I suppose
there is a package manager other than the GUI, which I'm told only handles
*.pkg files.

Has Debian's apt package ever been ported to non-Debian Linux?
