Thawte (a lower-priced division of Verisign) at
"http://www.thawte.com/";, Equifax at "http://www.equifaxsecure.com/";,
and any OpenSRS reseller.  OpenSRS and Equifax Secure both have options
starting as low as $99.  However, If you're not using Equifax or
OpenSRS, be sure you can find someone at the company to tell you how to
install them.
