I had this discussion with Thawte sales a few months ago.  What they
told me on the phone is that the "cert" works in 40 bit or 56 bit
enabled browsers at 40 or 56 bit, and at 128 bit enabled browsers at 56
bit, but that a super cert worked in all browsers at 128 bits.

Of course I have no idea if I can believe that or not.
