while it should be perfectly easy to insert a pci-isdn-card,
eg. something from AVM oder TELES or so, I might also suggest
to add some hardware to those customers, eg. BinTec X1200,
which does exactly what you want: stay online - always - either
via xDSL or ISDN-fallbackup.
