The problems source appears to be the tomcat.policy file, although the 
cobalt pl startup script adds the security permissions for the virtual 
sites.

The only thing I did to get tomcat to work was install the pkg file.  I 
do not even remember having to start tomcat. Although I did tweak our 
installation immediately after it was installed and verified to work. By 
nature tomcat will start when ever apache is restarted due to a few 
lines that were added to the httpd.conf file.  I commented out those 
files, because I prefer to restart them separately. No reason, just 
preference.

If you are whipping the OS and starting over, make sure you install all 
patches to the os prior to adding on additional features, and/or 
installing additional software.

May have nothing to do with anything, but also may have everything to do 
with everything.

Good luck, let me know if you run into further problems.  I believe the 
lists java members are growing. :) Watch out MS. :)
