Is your Raq at your home, at the end of your DSL line?  If it is, do you
have a static IP address assigned to you by your DSL provider?

If not, forget it, you can't host your RaQ that way.

If so, are the relevant DNS records at register.com pointing to it?

If not, fix that first.

Then as someone else pointed out, make sure DNS in your own system is
working so you can resolve domains.

both problems, or dynamic DNS, with which you canNOT do hosting.
