Now, with the details, I'd recommend something like "Subscribe Me Pro"
running on it's own server (you probably want these to go out fairly
quickly); something you could rent at about us$100/month.

If the outsource company can do the mailing quickly enough, and costs
less than us$100/month, then I'd say that's a good solution; they're
responsible for the administration <smile>.
