they way i go about problems like this is:
strace -e trace=open -o /tmp/strace.log sendmail -v
.
grep sendmail.cf /tmp/strace.log
you are looking for lines where you get something like " = <positive
figure>"
at the end of the line, the negative ones are failed open calls.
