I think you should tell rpm to upgrade (-U) instead of install (-i):
rpm -Uvh bind-8.2.3-C1.mips.rpm

/usr/sbin/named-xfer conflicts with file from bind-8.2.2_P7-C1
/usr/sbin/ndc conflicts with file from bind-8.2.2_P7-C1
error: bind-8.2.3-C1.mips.rpm cannot be installed
Should they be force installed?
This is on a main production nameserver.
