I'd expect problems if you upgrade it *and* use the GUI. If you don't use the GUI then it's not an issue. I've always installed a new copy of PostgreSQL when I needed it and left the existing copy alone. I suggest installing libtcl from source to a non-standard location so you won't break the dependencies with PostgreSQL and the others listed above. If you can find the libtcl source RPMs you can probably rebuild them to accomplish the same.
