IF your Apache access.conf has ...

<Directory /home/sites/>
AllowOverride All
Options All
</Directory>

... set, then who do you blame? :o) Set it to "AllowOverride None" and all 
these fancy .htaccess files in /home/sites/wherever will no longer work.
