I had the same problem with a module not loading. Except mine was libperl.so It looks like mod_perl has been deleted from the modules when installing apache security upgrade. I had to ssh in and comment out load mod_perl module so the httpd would start. Now I'm reinstalling mod_perl into apache for it to load with it again. This may be happening to people that manually installed the php 4.1.2 onto their raqs from pgkmaster.com or other sources.
