Depends on where you are based really. In Singapore, SingNet provide > 2Mbit cable connections with some very good uptime gaurantees. One thing I particularly like about their uptime gaurantee is that if it's down for more than 60 minutes in any one day, that day is free. If you get a total of 3 hours downtime in any one month, the whole month is free. In India, the cable companies provide an uptime gaurantee of 85%. Which means that it *should* be working 85% of the time. If it's not, then tough.
