Excuse for my english. I seen your mail in cobalt-security-request and I have the same problem the month later.
In fact, I think it's your /var partition it's full. I use mail function to send newsletter in script php and the /var/spool/mail/httpd increase at the same time. When i move httpd in /home/tmp for example, I can retrieve mails. I've seen the solution on web with searching "maillock error 3" on google. Go to http://www.eudora.com/qpopper/faq.html#maillock.err and you can see the cause of your problem. A maillock error indicates a failure to obtain exclusive access to the mail spool. The error number indicates the nature of the problem. More details are usually found in the log. 1. ... 2. ... 3. Qpopper was unable to write its process ID into the lockfile.
