suspending a user does _not_ block that user from accessing their mail
over POP3, as advertised. ftp access is indeed blocked. (suspending the
entire site works fine).

is this broken as designed or does it work for other people?
does it depend on using the original servers or not? for instance, if one
installs a different ftp server, will suspending a single user via the
GUI also fail to block ftp access?
