I had the same versions, and same problem. When to the cobalt uninstallers directory, removed the old version, installed the new one from the command line, and all was fine. Be sure to edit the configuration file afterwards to disable SSH1, if nothing else. Also, run sshd from the command line to make sure it's the version that is really being run. If you installed another version once upon a time, its possible you have 2 copies around..... HTH...
