Where the site is completely dynamic you can set it up so the newsletter is automatically generated from the database that controls the site. There was a thing also called mymail which I tried, worked well but just way to difficult for customers to make newsletters, compared with the system above which is fully automatic. He wants it to cost nothing, eh? Well, tell him sometimes you get what you pay for!
they can always outsource it to something like www.notifylist.com and then there's no load on your Raq4. Which may be a concern for a Raq4 if the list is very large.
