The new cobbler CLI and Django WebUI doesn't use the http_port and xmlrpc_port 
values configured in /etc/cobbler/settings anymore.
I have added support to both cli.py and views.py to read the 
/etc/cobbler/settings from the local filesystem to retrieve the values for 
server and http_port for the cobbler_api and the xmlrpc_port for the xmlrpc 
connection.
