FYI: Cobbler recreates the following directories under /tftpboot when you run cobbler sync and if some sets root's umask to 077 before they run cobbler sync, then all files will be created with 600 and all dirs with 700.

What I suspect is that the owner of your directories has changed. What user does tftpd run as? By default tftpd runs as nobody, but if you specify the -u (for user) option in the server_args line of /etc/xinetd.d/tftpd you can set there perms on the directories and files to be 700 and 600 if everything is owned by the user given to the -u option for tftpd.
