I checked on this with the #fedora-devel folks.

The EPEL and Fedora build systems each define a variable "rhel" and 
"fedora" that gives a numeric version. Neither of those versions are 
defined when building these yourself, so commenting out that part of the 
Makefile is the right approach.

If we made the makefile smart enough to add a "--define rhel3" to 
systems that were running something old, then we could add a target to 
make this easier, but that approaches writing a build system. So I'll 
just add a "building koan on RHEL3" page to the Wiki.
