Probably the code shouldn't require user rights on this at all as it's 
basically a safe operation.

File a bug in Trac please?     Might be able to knock this out tomorrow 
AM before we do 1.2.6, if not, we'll fix it for the next one.

Meanwhile you can still edit the templates on the filesystem as a 
workaround.
