SNIPPET::foo is the old way.

Recently Dan Guernsey provided a nice patch that made SNIPPETS be 
implemented as Cheetah functions, so the new syntax is now valid. (Users 
can also define their own global Cheetah functions in 
/etc/cobbler/cheetah_macros)

Both are fine, though we should probably standardize on $SNIPPET('foo') 
to reduce confusion. The old way will continue to work for backwards 
compatibility.
