We package a version because, for instance, you might install cobbler on a Itanium (unlikely, I know) where there is no syslinux package. We also want to make sure we can provide (and this is more import) a newer syslinux to installing guests than what is in, say, EL4 stock. That's just a quick explanation of why we do that at all, rather than relying on what's packaged... for EL4, what we have should already be newer. but including "more newer" sounds good.
