First verify DHCP is actually pointing at your cobbler server and not some other PXE server. Then, cat /var/lib/tftpboot/pxelinux.cfg/default or /tftpboot/pxelinux.cfg/default depending on your distro and see what cobbler is writing there, and share that with the list. Also share what you have in "cobbler profile report" to make sure PXE menu visibility for those is not disabled/hidden.
