I really do not think this is a cobbler problem.   The TFTP management 
component does not change often and is very well tested (if it's broke 
we would most certaintly know about it) -- so most likely what you have 
is a network configuration issue or setup problem of some sort.  These 
things are generally much easier to debug over IRC than a long email 
thread, so I'd suggest you join #cobbler and ask there.
