cobbler is just using reposync from yum-utils here.    There could be a 
number of possibilities, one being that the repodata on anl.gov is just 
/wrong/, that the data is not there yet, or that you have a caching 
proxy in the way (transparent or otherwise) that may be serving up old 
repodata.  

I would try using another mirror to see if you encounter the same problems.
