Short answer: yes

Longer answer: As you can see, 1.6.6 ix x86_64, and the noarch one is 1.6.2. 
1.6.6 is newer than 1.6.2 so you should pick that one. :)

It's done so we can require syslinux whenever it is available.

2.0 will not do this and will be going back to noarch, and there will be a command you can run to download the bootloaders if you do not want to supply them yourself.

That way we don't have to make sure the syslinux things we keep in Cobbler (because older syslinux on RHEL has problems with the menus) are up to date... we can just tell Cobbler to download things from the web.
