I used Cobbler + VirtualBox for a project last year. In my case the creation of VMs was not tied to Cobbler but VM provisioning (i.e. installing custom OS installs was auto-magically done post creation of the VM from command line or VirtualBox GUI.) I have not seen any reference to an integrated solution for both creating VMs and provisioning them via Cobbler (is that what you are looking for?)
