Its provided by python.  The cobbler-rpm deploys
/etc/httpd/conf.d/cobbler.conf which after restarting the 
apache should provide everything below /var/www/cobbler/svc/ .

Verify
- that file is there
- apache has been restarted since cobbler-rpm installation
- the cobbler-files are properly in place (rpm -V cobbler)

Is that RHEL-54.x86_64 distro a leftover from the old cobbler-
installation?  Try removing the cobbler-rpm, purging the old
distros directories and import the distro again after
installing the cobbler-rpm.
