The way I do it:
http://fedoraproject.org/wiki/EPEL/FAQ#howtouse
install the rpm file
this will create the needed repo files in /etc/yum.repo.d/
You can then edit the epel-testing.repo file en set enable=1 at the [epel-testing] block.
OR like below --enablerepo=epel-testing (then you don't need enable=1 in you repo file)

Then run “yum –enablerepo=fedora-epeltest info cobbler” and you should see it available.
