If I'm reading what you would like to do correctly, I believe you can pull it off with a generic gpxe iso image. I do something like this. Let cobbler build the pxeboot menu structure, but point at the default file with a gpxe iso instead of using dhcp and a real pxe booting device.

However every time you add a new profile, you have to regenerate the iso.

If possible, I'd like to put together a process that downloads the tftp boot 
menu on every iso boot.
