That isn't problematic. I'd fire up wireshark and make sure the tftp
data (in the form of the kernel and initrd) are making it across to the
host.

I've also seen this when someone was trying to boot a xen kernel image
on bare metal or a 64bit image on a 32bit host. Could either of these be
happening to you?
