The EL5 release has some negative karma:

msuchy - 2011-10-07 12:21:39
previously in EPEL 5 was cobbler-2.0.11-2.el5.noarch which require mod_python
Cobbler 2.2 requires mod_wsgi. Migration from mod_python to mod_wsgi is non-
trivial. So I'm against new cobbler in epel5 repository.

I haven't yet formed an opinion myself. Is there any documentation for
upgrading form 2.0.10 to 2.2.1 ? I also don't want to try it out if there is
a possibility that 2.2.1 might not ever get pushed to stable.
