Thanks for responding, but I am not sure this helps.

Cobbler is run by root.

# ps -ef | grep cobbler
root      4260     1  0 08:23 ?        00:00:00 /usr/bin/python 
/usr/bin/cobblerd --daemonize

Additional oddities: I can run cobbler at the command line just fine.
